Leikhim and Associates can provide a range of comprehensive project management services to
relieve your agency from the burden of having to oversee activities of the selected system
contractor. These include acting as liaison between responsible parties and ensuring that events
take place in a timely manner.
Leikhim and Associates will serve as eyes and ears for your agency, making sure that quality
control is maintained throughout the process.
Factory System Staging
For large systems, we will witness functional testing of the system in a staged configuration at the
vendor’s facility utilizing mutually approved test procedures.
Because factory staging provides the Client’s users with a first opportunity to witness the operation
of the system, we encourage users representing the dispatcher center, police and fire department
to participate at staging. Leikhim and Associates will focus on the technical compliance issues
providing your users the freedom to exercise the new equipment as they would in the field.
This functional testing will exercise all functional hardware and software components of the system
in a controlled environment. This controlled environment permits accurate analysis and correction of
defects and errors before the system is accepted for installation at your sites. If a failure is uncovered,
the correction can be made prior to shipping system equipment.
Functional testing will also include testing of redundancy and fail-over modes to ensure that they
perform as required when installed. The basic requirements will have been previously established in
the RFP document.
Leikhim and Associates will remain on site or return as necessary to witness system repairs or
modifications resulting from any failure and to ensure that appropriate follow up testing is performed.
Installation inspection
Leikhim and Associates will provide installation inspection of all aspects of the installation of the new
system. Because many aspects of the installation, such as tower and shelter construction, equipment
installation etc., are related to contract milestone payments, we will provide the oversight necessary
to ensure that the system installation is progressing on schedule and in accordance with the contract.
Prior to installation, a kickoff meeting will be held to reestablish responsibilities of the Contractor and
others. Leikhim and Associates will track items for which others are responsible for such as utility
connections, to ensure that the contractor can proceed unimpeded.
Leikhim and Associates will periodically inspect the installation and generate a punch list of any items,
which deviate from the contract. Items will be categorized by severity.
System Testing and Acceptance
Functional System Testing
Leikhim and Associates will witness functional testing of the newly installed system utilizing mutually
approved procedures provided by the manufacturer. Functional testing will include testing of
redundancy and fail-over modes to ensure that they perform as required when installed. The basic
requirements will have been previously established in the RFP document.
Coverage Acceptance Testing
Performance Testing
Leikhim and Associates will develop drive test and final acceptance test plans and documents
meeting circuit merit– delivered audio quality (DAQ) and signal reliability parameters, which
meet user requirements for in-building coverage and comply with industry standards (TSB-88).
Voice quality testing procedures will be established to provide meaningful subjective DAQ
evaluation, both on street and in building.
The basic requirements will have been previously established in the RFP document.
Leikhim and Associates will witness drive testing for signal level and delivered audio quality for both
on-street and in-building performance. Drive testing will be performed with automated signal strength
and/or bit error (BER) testing equipment and voice quality will be evaluated using a meaningful
subjective DAQ evaluation procedure.
Punch List Management
Throughout the installation process, Leikhim and Associates will maintain the punch list and will provide
copies to the Contractor and Client on a weekly basis. Resolution of major items on the punch list by the
Contractor is required before payment of milestones.
Final Inspection and Certification
Upon successful resolution of the punch list items, completion of functional acceptance testing (ATP),
coverage acceptance testing (CATP), Leikhim and Associates will perform a final inspection and will
recommend a Certificate of Completion.
